If I create a list for which nothing has been posted to yet, a link to the
mail archives is provided which 404s.  This makes it look like there is a
problem with the server when in fact it is perfectly correct.  It would be
useful to have a 'no messages in this archive' page sent rather than the
404, which causes user confusion.

This seems to be the case now; a new list's archives is a page that
says:

  No messages have been posted to this list yet, so the archives are
  currently empty. You can get more information about this list.

I'm not sure since when this is the case.
