Good work guys.

One thing I'd like to change is to use quilt instead of dpatch. The main
benefit I see to it is that we won't need to run debian/rules clean just
to edit a patch, since quilt tracks which files belong to which patch,
resulting in a much quicker turnaround time for patch editing and
creation. The results from when I converted mailman to quilt are
available at [1] for testing. IMO, this is a change to be done early in
development of -3. I'll do it if people agree, last time it wasn't hard.
