[Pkg-mailman-hackers] Removing pre-sarge upgrading code

Hello all,

The packaging scripts contain quite a lot of code that serves to upgrade
from pre-sarge versions. I'm planning to remove it all, since we only
support upgrades from sarge to etch and not from woody or potato to
etch. I'd like to have some comments though, preferedly from the people
that added the code.

A strange thing is that some of the code has comments like "this should
be removed after sarge+1 (i.e. after etch), but the code is for versions
lower than the one in etch (i.e. in woody or not released). I reckon
that the comment is just mistaken.

Attached is the patch that removes all that code. Please let me know if
it's not ok. One of the main reasons I want to remove it is because it
does non-debconf prompting and thus should otherwise be rewritten
anyway, or uses a debconf template already. In both cases we would
occupy translators with text that is not to be presented to users at
all.

I'm about to commit this in the upcoming days when I'm finishing off on
the work on the debconf templates.
