If the main body of an email message is base64 encoded rather than
Mailman still appends the footer to the end of the message in plain
text. Besides being wrong, this means that certain antivirus systems
treat the email as being corrupt and bounce it.

It seems that Microsoft Exchange 6.0.6487.1 is particularly prone to
generating such base64 only emails.

Mailman 2.1 seems to attach the footer as a separate inline
attachment, which solves the cause of this bug. Reopen the bug if you
can reproduce it with a recent Mailman.
