In order to have up-to-date po files in the source package, please
consider adding debconf-updatepo to the clean target of debian/rules.

Currently:
$ msgfmt --statistics fr.po
42 translated messages.
$ debconf-updatepo
$ msgfmt --statistics fr.po
42 translated messages, 5 untranslated messages.

Now that I know I have to run it after changing the English template,
I'll do it by hand. Thank you for teaching me. Is there a "How to be
nice to your translators" document somewhere that would teach me all
this?

I don't want to do it in the clean target because then what is in our
svn repo and what is in Debian is different. I prefer to have them
equal.
