I am pretty sure quite some patches have never been reported to
upstream.
I believe upstream prefers to receive patches via
http://sourceforge.net/tracker/?group_id=103&atid=300103 (although there
are a few hundreds of patches in the queue there.)
Anyway, I feel submitting the Debian patches upstream is very useful.
