[Pkg-mailman-hackers] Bug#456954: logrotate post-rotate command spams cron daily

/usr/lib/mailman/bin/mailmanctl reopen outputs "Re-opening all log
files", and is used in the logrotate file, so causes cron to send
that text in a mail.
