[Pkg-mailman-hackers] Getting 2.1.12 uploaded

I've been working a bit to get a 2.1.12 upload into shape. It's not quite 
ready yet, as it probably needs some testing plus perhaps more things 
changed. My plan is to upload 2.1.12 sometime within a week from now. If 
anyone has things to add to the upload, please commit them or speak up. Of 
course help is welcome (testing, seeing if Debian bugs are closed in this 
upstream version, ...)
