Hi!

While working on the “reproducible builds” effort [1], we have noticed
that mailman could not be built reproducibly.

The attached patch fix one occurence where cp was used instead of
install which made the build vary depending on the umask. Once
applied, mailman can be built reproducibly in our current experimental
framework.
