Hi Paul,

Thanks for your bugreport.  Don't have time to do contribute something
substantial here.  Some tips/hints/musings:

- running

    debcheckout mailman

  gives

    mailman/debian/changelog

  which shows work on packaging mailman 2.1.19 has not yet been started.

- could you paste upstream NEWS and/or changelog here?  Any other urgent
  improvements apart from DEFAULT_SUBSCRIBE_OR_INVITE?  Any security-related
  improvements?

- upcoming debian jessie will very likely ship with mailman 1:2.1.18-1+b1; even
  if we package and upload 2.1.19 today.  2.1.19 will likely be available via
  unstable and testing and jessie+1.
