libwnck: patches

Mike hi,
According the BTS #844819 sent by Lucas Nussbaum, and aslo checking
the link: https://packages.qa.debian.org/libw/libwnck.html we have
to:
1: Bump to Standards to 3.9.8
2: B-D on docbook-xml
3: fix the watch file

I'm waiting for further instructions, but Note that (#802368),
the maintainer orphaned the specific package (docbook-xml).
