I am afraid, but these two commits are fatally wrong.

1.
The man page for mate-settings-daemon.1 has to be in source code. What you
have in the commit is the result as it is shown on screen. Please use the
source file instead.

2.
the second commit (adding the man page to the package) is wrong, as well.

The file mate-settings-daemon.manpages must only contain this line:

"""
debian/man/mate-settings-daemon.1
"""


Please reset your local working copy (git reset HEAD~~) and redo.
