This is a known issue in Debian.

Because we did not want GNU FDL licensed documentation files in Debian  
for MATE, we removed all MATE user guide elements from the MATE 1.8.x  
packages in Debian.

For MATE 1.10, there will be a rewritten user guide (I hope) with a  
really free license.
