Dear Maintainer,

Bullseye-backports version depends on python3-icu >=2.10.2. However, only an
older version is available, causing the matrix-synapse service to hang on start up.

Another user found that removing python3-icu from the system allows synapse
to start. But I have no idea the impact of running the program w/o this 
dependency nor what functionality may be missing.
