Well, your debconf priority is set too high. I assume that people
who want to put mdadm onto systems without any MD arrays would have
debconf set to a low priority.

  apt-get install moreutils
  update-initramfs -k all -u -v 2>&1 | ts

right. usually, mdadm is used on a system with MD arrays.
