This behaviour exists with 3.1.2 on a 2.6.32 and .34 kernel. With
3.1.1, it works as expected.

(initramfs) mdadm -vv --incremental --run /dev/sda1
mdadm: /dev/sda1 attached to /dev/md0, which has been started.
(initramfs) mdadm -vv --incremental --run /dev/sdb1
mdadm: /dev/md0 is already in use.
