yes, it does.  instead of running raw sql, you can place a copy/link
to your script in a specific location to let dbconfig-common to know
to run a script to install the database.  dbconfig-common will then
gather all the information for the user, write out its configuration
file (and other config files in the format you've requested such as
php format include files), and then will call the script, giving the
script the location of the main dbconfig-common config file for
said package.

if you're interested in dbconfig-common, i would highly recommend
taking a look at the "using dbconfig-common in debian packages"
document, which is located at:

/usr/share/doc/dbconfig-common/dbconfig-common-using.html

which can give you an idea of some of the more advanced features.

this is true, but you're missing out on half the fun if you're only
using it for upgrades :)
