Done.

Built, pbuilder tested, lintian tested, installed and checked they work
with the cairo demos.  I've not tried building the mono
libgdiplus package against them yet.

Get them at: http://cairographics.org/packages/debian/upload/
where you can find the bits to rebuild and make the sponsored upload.
It's all signed with my GPG key, which is signed by a DD.

You can do this via apt-get if you add the line 
deb http://cairographics.org/packages/debian/upload/ ./
to your /etc/apt/sources.list

The libcairo changelog entry closes the Debian ITP bug 205346
