The user is not required to know the exact cause of their bug.  If they file a 
bug report against the most likely package then that's OK, the maintainer can 
reassign it to another package if necessary.

If a maintainer does not close a bug after fixing it, it's OK for the person 
who reported it (or any other person who knows the situation) to close it on 
their behalf.  There are many good users who close their own bugs if the 
maintainer forgets to without whining about it.
