It has to be on the 'make' line:
make EXTERNAL_MCS=false EXTERNAL_RUNTIME=false

... this is something different :-) Due to the way we bootstrap (we
build a very small set of assemblies necessary for the compile), we
don't support building in several locales. I guess you'll have to set
LC_ALL=C during the build.
