no, thats the job of dh_clideps, but it couldn't find the shlibs for it.
So either you don't have the package installed at build-time so
dh_clideps can find it during the build or that packages is not shipping
shlibs (that would be a bug of that package) or dh_clideps is parsing
the shlibs not correctly. So verify the shlibs of the that package that
contains that library which is pinvoked ("linked").
