xpi.mk is _not_ inheritenly CDBS ... it just provides cdbs compatible
hooks, but if you want to use it manually there are also xpi-install
and xpi-clean targets as well. Could be that there are bugs when used
without cdbs, but it's not necessarily ment to require cdbs.

Also having a reference implementation does not need to make all
happy. You can still package stuff manually if you stick to the
policy. Using .xpi.mk will give you that for free, but it won't be
a must.
