That's nothing that we want to have, it's currently the correct
behavior. FF ESR 60.0 isn't accepting XUL based AddOns anymore.

You can always install the AddOns from Mozilla directly within your
local profile. A local installed AddOn is always overruling the package
based installation. So simply use the upstream AddOn here in your setup
for non ESR FF versions.
