I'm more into setting the homepage to about:, and modify it if necessary
(at least make it sexier). The remaining problem, as I already said,
will be for people who have the old start page "hardcoded" in their user
profile' prefs.js.

However, if you really insist on putting the localstart.html file, do NOT
put it in an iceape package, but put it in the mozilla-browser package
instead. I don't think it is allowed to put files in
/usr/share/doc/$otherpackage
