how to takeover locales

Hi,

Thunderbird has a common source packages for all locales now.

Anyway, whenever I upload it to ftp-master it just gets eaten.

We receive a successfully uploaded mail, but neither 
ACCEPTED nor NEW nor REJECETED mails are sent subsequently ...
and neither does the package pop up in NEW.

Maybe we need to take over all replaced locale packages 
first ... or even request their removal?

Anyone remembers the procedure that was followed for firefox 
locales?
