[patch, iceape] remove README.build, add README.source

please refer to the debian/rules 'source' target. IIRC, it will
download the proper version parsed from changelog, extract it and
remove CVS as well as currently known non-free files ... and finally
build proper orig.tar.gz.

in consequence, this needs to be #1
