Bug#406757: iceape-browser: Download dialogs do not get focused

Each time I want to download some file, the dialog appears if I shall
download or open it, which is in itself quite usual. Further, when I
choose to save the file, the file chooser dialog is somewhere behind all
windows, instead of appearing just on top of others.
