Bug#559329: iceape-browser: Iceape converts iso-8859-1 characters to utf-8 characters

In html page, there is a link featuring iso-8859-1 characters in url, 
e.g. href="pää.gif". Iceape browser converts these charaters to utf-8 
when following the link. Link following fails due to conversion.

Older Iceape doesn't try convert characters and link following works as 
expected.

Apache provided "test.html" with correct character encoding.
