That's not unexpected.

Check the Error Console (in the Tools menu):
"Security Error: Content at
http://www.debian.org/doc/debian-policy/ch-opersys.html may not load or
link to file:///usr/share/doc/debian-policy/fhs/."

Arguably, this could be made more visible to the user.

That, however, is not expected at all. It should fail the same, and it
actually does for me.

Did you try with a fresh profile or in safe mode?
