Bug#587639: src:xulrunner: Build should fail, if configure couldn't use system libs

Hi!

To ease backporting, building xulrunner should fail, if it couldn't use the
system libraries (as expected).  Currently it silently tries to use it's
own versions even if --with-system-foo was forced with configure (e.g.
--with-system-nss).
