Bug#579888: xulrunner-1.9.2: please compile with webservices enabled, to support jssh extension

enabling the following flags will provide the external access to the 
executable, and build an extension for telnet-like access to the executable.
to have the extension installable, an install.rdf file is needed, and it 
follows:
