AFAICT from the Git history, the installation of plugin-container was disabled
for some architectures such as powerpc because IPC was disabled for them. Now
that IPC is enabled for all architectures, plugin-container needs to be
installed on them again, or plugin functionality breaks badly: On each attempt
to use a plugin, iceweasel hangs for 45 seconds (presumably waiting for
plugin-container to start), and the plugin functionality fails to work.
