Bug#631387: NO way to overcome theft of toolbar nor scrollbar

0. All I know is many sites cause firefox to create a window with
*No tool bars, and/or
*No scroll bars.
*And NO way to turn them back on.
I.e., how can one hit ALT V Y N to turn off a stylesheet if one cannot
turn back on a tool bar so the ALT codes work. [They don't without a toolbar.]

1. Please kindly don't tell me to install Any More Plugins. They are always
too many versions behind and cannot be used. Yes they may be ready for
the Firefox that most people use, but Never the cutting edge. I.e.,
Useless, so don't bring it up again please.

2. So what is wrong?

What is wrong is the user, me, is left with no way to read to the bottom
of many pages, on smaller screens.

Blame it on the websites, -- bad CSS. Go ahead.

However Firefox is actually to blame for giving the user no way to
override them.

Firefox is creating an accessibility nightmare.

You may think it is cool for all a window to have is a URL bar, with no
way for the user to click in any View menus to overcome his
accessibility problem. You may think that is cool.

You want specific examples? Well isn't it always the sites CSS to blame,
so yes, and yes that is too bad.
