Bug#619852: iceweasel: Can't scroll with keyboard

Up and Down arrows, PgUp, PgDn don't scroll the whole page, but change focus between page elements. Mousewheel works fine. Keyboard scrolling works well in Firefox 4.0, so it's probably not an upstream problem.
