what is happening with icedove?

Is there a particular reason why icedove is trailing behind iceweasel by
two major releases? The outdated icedove versions tend to bring up issues
with extension compatibility, and it just looks like there is very few
maintainer activity around Icedove. Does it have build issues which
iceweasel doesn't? Why is it that Iceweasel is closely tracking upstream
but Icedove isn't? I thought they largely share the same code base, don't
they?
