Bug#665817: iceweasel: locale search plugins not found in 11.0-3

I noticed in 10.0.3esr-1~artax1 (sid backport) the keyword.URL was
disabled. I removed that line:

Because I noticed that when using general.useragent.locale (I'm not
using intl.locale.matchOS in Webconverger) and booting a locale like
Norwegian, there wasn't a default URL bar keyword.URL set.
