    Move note on source repackaging to copyright file where it belongs.
    
    The aim of README.source is to document unusual routines relevant for
    future package maintainers (and NMUers) to follow in addition to
    "normal" packaging routines.
    
    The file contained a note on what _had_ been done (some files stripped)
    but not (as would have been appropriate in that file) _now_ to do it.
    
    Debian Policy mandates documenting in the _copyright_ file what _has_
    been done to source - and this commit takes care of that part.
    
    Future commits will use of CDBS to automate repackaging, and document
    that in README.source.
