[SCM] openimageio/master: debian/control: moved to libpng-dev in b-deps

    debian/control: moved to libpng-dev in b-deps
    
    It has been changed from libpng12-dev to test compatibility
    with forthcoming libpng15 transition. Once libpng12 will
    disappear from archives, this will ease the real transition
    to new build dependencies.
