    Revert "Preserve -03 in hardened builds."
    
    This reverts commit 5b798f13f3b85eac1b95430bf2590420e4086803.
    Use the default -O2. Also the user variable DEB_CXXFLAGS_APPEND  could not
    override the MAINT version.
