ffmpeg and mpeg

Hi,
I noticed that mpeg based video codecs have been removed from the latest 
ffmpeg.

I tried to search for some information about why this decision has been 
taken, but I could only find discussions on debian-legal more than 1 
year old.

Could you point me to some reference, please?

I am a co-maintainer of wengophone, and having no h263 support in ffmpeg 
means completely disabling video support :(
