Enable faad support in ffmpeg/experimental

Hello,

Since #404279 is closed for about 9 months now, I'd like to enable support for 
faad in the ffmpeg package which is currently in experimental. This will close 
#418230, #449387, #447089 and #400094. I am going to set '--enable-libfaad' but 
not '--enable-libfaadbin' to enable dynamic linking (making libfaad0 a hard 
dependency) instead of runtime linking.

Furthermore I'd like to add support for x264 to the "risky" codecs and thus 
close #432170.

Are there any objections against this proposal?
