That depends what you mean. The "high-level" api is already pretty
stable. cf. with this news entry on the ffmpeg main page:

(September 8, 2008) FFmpeg is undergoing major changes in its
API/ABI. The last valid revision for libavcodec version 51 is r15261. 

According to the devs, this was the first API change in avcodec for 2
years!

The problem are rather applications that use ffmepg internals, like
mplayer. I expect them to break with this change, since it makes
internal functions unaccessible. Which is IMO a good thing!
