Bug#499683: libavcodec-dev: libavcodec.h does not contain C++ detection

Ok. But Ubuntu, a Debian derivative, has taken the decision to fix the 
problem. So now, C++ source is non-portable between Debian and Ubuntu. This 
doesn't do much for the user experience.
