4: seems overkill to me.

Okay, so you really want to force people to use libavfilter? Well, since
we need to go through NEW anyway, I'm okay. That way libavfilter will
get some additional attention, I reckon.

As Loïc points out, the reodering can be troublesome in some
cases. While we are most probably not bitten by this, does this have
other reasons than comsmetics? If not, please don't.
