I have clarified the copyright file a little bit, but have not added every 
copyright holder. It is not necessary (as clarified by Joerg in another email, 
since the license doesn't require it), and is unnecessary work (because then a 
comprehensive list of copyright holders and years would be in order).

I also took the liberty to introduce a liblo-tools package which ships two 
useful debugging/development tools for OSC projects.

I anyone wants to check the changes, it would be welcome. I think the package 
is ready, though (not many changes compared to the last try).
