mencoder in mplayer package

mplayer was in NEW for ever 2 years IIRC. It was only accepted under the
provision that mencoder will not be included.

I totally agree here.

My current plan was to get this out of NEW with mencoder.c in, and if it
does, upload again with an mencoder package included. If it should get
rejected at some point, we read the reason and consider further steps.

In paralell we proceed with the ffmpeg 'problem' in a quite similar way.
