see configure lines 94 and 793. Configure definitely supports it.

it is enabled conditionally in line 60 of debian/confflags. So as long
as libxvmc-dev is installed in your build chroot, it should be detected
and enabled.

well, not really pic, but rather hand written assembler with text
relocation. Upstream is careful to only do it on architectures that
support them, and I'm in good contact to get problems fixed in a timely
manner (already happened on mips in the past).

So this is a violation of a "should" directive, but in this particular
case, I think I can back that up.

Did you try to build an 'unstripped' ffmpeg package? Does it work for
you?
