Changelog commit

Thanks for adding me, I've already committed my first patches to 
audacity! A question about 
http://wiki.debian.org/DebianMultimedia/DevelopPackaging :

It says both "After each upload, the first commit should be creating a 
new changelog entry, to ease testing of unreleased packages" and "Do not 
commit debian/changelog along with the changes. The changelog is 
generated with git-dch(1) at the time of upload."

Can you explain this? Does it mean that the first commit after an upload 
should contain only a new debian/changelog with nothing but a new 
version number (i e no "*" entries)?

(I assume upload means releasing a new version, rather than pushing to 
the alioth git repository, right?)
