This feels like NEWS.Debian abuse because it:

- Documents some sort of problem without explaining what the user
  is supposed to do about it.
- Surely is something that can be handled by dependencies /
  conflicts / breaks?

(BTW, you're not supposed to bullet items in NEWS.Debian with
asterisks.)
