I don't think so. According to Debian policy 7.2:

    Recommends

This declares a strong, but not absolute, dependency.

The Recommends field should list packages that would be found
together with this one in all but unusual installations.

Here: jackd without firewire is pretty usual, i.e. all people with
builtin soundcards, all PCI(e) soundcards and USB soundcards won't need
it. To me, "Recommends" is too strong.

    Suggests

This is used to declare that one package may be more useful with one
or more others. Using this field tells the packaging system and the user
that the listed packages are related to this one and can perhaps enhance
its usefulness, but that installing this one without them is perfectly
    reasonable.

This looks good. It's perfectly reasonable to have jackd without
firewire backends, though it enhances the functionality for those owning
a firewire soundcard. ;)

I guess you're right. A user would install jackd-firewire when he
intends to run his firewire soundcard. This would always require the
jackd package. It would be pretty useless to have jackd backends without
jackd. (think of plugins without the host application, somewhat strange)

So yes, changing this line to Depends seems reasonable.

Are you going to change it before uploading?

Cheerio
